The biggest failures with some of my past clients came when the responsibility of executing all these tasks was assigned to Professional developers. Which resulted in Spoon-Feeding!

This did not result in much empowerment. Instead, making IT more approachable made Citizen Developers more dependent on IT for performing even simple App-Development tasks. Soon IT teams' support bandwidth went out of stock, limiting recruitment of new Citizen Devs!

But, we soon saw a lot of improvements with our new enterprise-wide community approach. Now getting started as a Citizen Developer became easier with a self-paced support system. Though IT still played a critical part, it was made less accessible. Every newly recruited citizen developer had to go with multiple steps to justify getting access to IT expertise. The behaviors changed & now fewer support tickets were raised, resulting in real empowerment.

Communities are just moderated & governed Groups(Watsapp, Teams, Discord) which can be easily scaled with self-paced tutorials & systems.

Another differentiating factor was that when experienced Citizen Developers started teaching new recruits, they were able to empathize & teach within limits. As in most cases, Citizen Development is a part-time career for users in Non-IT roles. Going too deep in learning may impact primary day-to-day responsibilities. And when an application becomes too complex, the control should get transferred to IT. (At least Citizen Developers must have already tested proof of concept with justifications for additional professional IT investment)
