I have found performance indicators to be a double edged sword in the world of QHSE. On one side workers and employers are focused on maintaining the status quo of a safe and healthy work environment. On the other hand having the indicators often focuses a worker so they don't notice anything new that has been introduced to their environment. They have their place and should be used but only as guidelines and stepping points to that ever moving goal of a completely safe work environment.

Performance indicators that are merely arbitrary numerical goals can do more harm than good. The classic goal-reaching mentality does little for implementing continuous improvements that are essential in realizing a safe work environment. Utilizing and fostering a "continuous improvement" mentality bottom-up that addresses your Safety Mission Statement will not only create and maintain a safe environment but will also continually improve it, as well. For example, the ever-popular mantra of "Zero Accidents" without any support in the way of Statistical data, Process controls, Engineering controls, Training and etc. is certain to fail. The "Hows" of exceeding your performance indicators is the foundation for sustained safety success.

Selecting the appropriate indicators is the difference between a successful safety program, and that thing that your boss makes you do. The saying "everything in moderation" comes to mind. As HSE professionals we can very easily flood the workplace with so many indicators, checkpoints, auditable activities, and work requirements that we can very easily become the enemy of the modern workforce. We have to choose critical points in a system to check and monitor. Once that becomes a steady accepted practice then you introduce another. We want it all right now but that will overwhelm any group, and will make your workforce work against you just to spite you.

Often we look at our records, our systems, and we believe that it is only working if it is moving forward. When auditing your system it is important to understand that in HSE there are often periods of.... Let's call it a lull. Where nothing truly breaking either good or bad has happened. This isn't a bad thing. It actually is one of the most assuring things you can see as this means your system is not only in place and working but has become a standard. This is the time to reevaluate your system and perhaps introduce a new control or indicator.
