As a web designer it is essential to have a software tool to mock up the designs. I typically use Photoshop for this purpose. It is paramount to use a grid system for any type of design, whether you are designing business cards or fletched out web applications.
Adobe Color CC might also be worth taking a look at to store your color palettes and modify them efficiently. While Photoshop remains to be the industry standard, I highly recommend also taking a look at Adobe Illustrator and Sketch. All of these tools come with their benefits and downsides, thus I suggest trying out the trials of these products and finding one which suits your personal preference, unless otherwise specified by your client or employer.
