Militants across sub-Saharan Africa are poised to step up operations and attacks, as authorities have become distracted and overstretched with efforts to slow the spread of the coronavirus (Covid-19). According to the Center for Strategic and International Studies (CSIS), violent attacks in the region’s known hotspots rose by 37 percent between mid-March and mid-April, while militant groups have even begun distributing pandemic-related propaganda. As U.S. Africa Command (AFRICOM) commander Stephen Townsend warned in an April 7 press release, groups like “al-Qaeda, al-Shabaab and the Islamic State of Iraq and al-Sham (ISIS) have announced that they see this crisis as an opportunity to further their terrorist agenda.” Militants killed at least 25 soldiers at a Malian army base on March 19, and Jama’at Nasr al-Islam wal Muslimin (JNIM) insurgents conducted a high-profile kidnapping of Malian opposition leader Soumaila Cisse just a few days later. That same week, Boko Haram launched its deadliest operation against Chadian forces to date, killing 92 soldiers, leading to weeks of clashes in the area that has led to the deaths of dozens more on both sides. On the same day, Mozambican militants in Cabo Delgado broke new ground with simultaneous attacks against district capitals Mo?imboa da Praia and Quissanga, an area that is home to several foreign energy corporations.
