This is an MS Office Word bug that Microsoft do not want to fix. It has been carried forward from the days of MS Office or even before when MS developers in Word had originally made Word Star or so. The bug seems so trivial but has been carried forward over to the Office 365 and now to the Copilot version.

The multi level numbered paragraph is what a lot of people would have used, especially technical and contractual scope of work documents. This bug may have spoiled your efforts trying to edit a document and may not have realised that it were a bug.

I had taken a ticket and addressed this with MS L2 support. They acknowledged that it is a bug, only to be told that not enough users have reported it for it to be fixed.

I came to know the real reason is that codes for this application were written decades ago and there isn't anyone left who knows about it today.
