8 年Generally speaking, yes. But historically speaking "citizen/ess" were terms used to denigrate the fallen royalty/aristocracy in Revolutionary France; and in the USSR, it represented a similar fall from grace for the Imperial Family and aristocracy, the bourgeoise, kulaks, and others on such documents as arrest warrants etc. indicating the fall from grace and The accompanying outcasting from the community defined by the title "comrade." So, words can be contextual and of varying definition and carry real implications of a life or death intensity.
