The Department of Homeland Security (DHS) recently released its “Homeland Threat Assessment” (HTA), which outlines two major nation state threats, China and Russia, in regards to their cyber capabilities and efforts targeting critical infrastructure. The HTA indicates that Chinese cyber actors have and will continue to carry out hacking efforts in attempts to steal intellectual property from the public and private sector, including government contractors and companies in the energy, healthcare, transportation, and information technology sectors.
The HTA also indicates that China’s government, under its 2017 National Intelligence Law, can conduct espionage in the U.S. by requiring that companies based out of the nation, as well as Chinese nationals abroad, share information with its government. Additionally, the HTA outlines that Russia will continue to focus on social engineering efforts through disinformation campaigns in attempts to influence the U.S. elections, as well as carry out cyber-attacks and espionage to compromise economic, policy, and national security information.
DHS warns that China and Russia have continued to employ cybercriminals, which use a variety of methods to obtain information, including email impersonation fraud, as well as the injection of malicious software onto their targets’ computers. Once these cybercriminals gain access to systems, they can collect information, threaten to delete internal files if not paid a ransom amount, and/or temporarily disable servers from functioning to cause monetary loss to the targeted company.
