Philippines - Dec. 29/22 - New Marcos Gov’t Readies Manila Airport Privatization Process for Restart ??
In mid-August it was reported that the Philippine Department of Transportation (DOTr) was considering revival the bidding process for rehabilitation and expansion of Manila - Nino Aquino Int’l Airport (NAIA) via the private sector, followed by news in early Dec. that DOTr would be engaging the Asian Development Bank for technical support on the NAIA project. In late Dec. MOTr indicated that terms of reference for the privatization scheme may be completed by the end of first quarter of 2023.
Brazil - Dec. 24/22 - State Governor Issues Decree for Concession of Jaguaruna Airport
Governor Carlos Moisés announced signing of a decree authorizing the concession process for the Jaguaruna - Humberto Ghizzo Bortoluzzi Regional Airport. The future concessionaire will be given three years to modernize the airport, including extension of the runway and expansion the passenger terminal. The state government will contribute BRL40mn to the concession, as capital investments are made. The concession period is set at 30 years.
Turkey - Dec. 20/22 - TAV Prevails, Securing Extension of Ankara Airport Concession
TAV Airports has secured extension of the Ankara Esenbo?a Airport concession for another 25 years from May 2025, following an auction held by the Turkish State Airports Authority. TAV’s winning bid of EUR475mn (US$503m) includes a new runway, air traffic control tower and cargo facilities, in the first phase. A terminal extension is also planned for second phase, by roughly 2040, depending on traffic growth. Total investment will in the order of EUR300mn in the first phase and EUR90mn in the second phase.

Greece - Dec. 16/22 - Kalamata Airport Concession Garners Interest from European and Indian Players
In Sep. 2022, the Hellenic Corporation of Assets and Participations (now Growthfund) issued of an Invitation for Expressions of Interest (IEI) for a 40-year concession to manage, operate, expand, maintain and exploit Kalamata Airport (KLX). The first phase deadline for the IEI was set for Nov. 04, however it was later extended to Dec. 15. IEI responses were reportedly received by Fraport (with Delta Airport Investments and Pileas), GEK Terna (with GMR Airports), Mytilineos (with Corporation America Airport) and Egis Airport Corporation (with Aktor Concessions and Aeroports de la Cote D' Azur).
Zimbabwe - Dec. 14/22 - Gov’t Signs MOU for Potential Concession of Three of Country’s Int’l Gateway Airports
Africa50, a pan-African infrastructure investment platform, has reportedly signed an MOU with the Gov’t of Zimbabwe to establish a framework of cooperation to manage and operate three of the country’s international airports: Harare, Victoria Falls and Bulawayo, through the Africa50 Asset Recycling Programme. Following an assessment of the opportunity under a long-term PPP scheme, Africa50 may then offer to partly or fully relieve the Gov’t of its debt repayment burden associated with the three airports.
