While there are many problems in HR the one that often gets overlooked are the underlying processes themselves. Technology can automate a process no matter how bad and cumbersome it might be. Maybe it's time to reinvent the function and rewrite the rulebook. There are some really smart people working on it already, some of them were called out in the NYT article Daan van Rossum referenced ( Kyle Lagunas ). Now practitioners need to actually have the courage to experiment for themselves.
