The Ministry of Social Policy and the World Food Programme of the United Nations continue cooperation on the digitalization of social services

Kostiantyn Koshelenko Deputy Minister of Social Policy of Ukraine on digital development, digital transformations and digitalization, and Matthew Hollingworth UN WFP Representative & Country Director in Ukraine, concluded an agreement on financing the next stage of modernization of the Unified Information System of the Social Sphere.


"Our cooperation with the World Food Programme is very important. Taking into account the limited resources of the state budget, the financial support we receive under this contract makes it possible to continue the effective digitalization of social services, and also ensures an increase in the level of accessibility of social services, including through the automation and centralization of social protection processes, the development of information interaction and the creation of new electronic services for citizens", Kostiantyn Koshelenko said.

"Our collaboration within the UISSS will make it easier for people to receive vital aid from both the Government and international organizations at a time when they need it most," said Matthew Hollingworth, WFP Representative & Country Director in Ukraine. "While we are in the country to provide emergency aid, we are also working to restore and strengthen systems that will remain and support Ukrainians in the long term."

This agreement will ensure the modernization of the Unified Information System of the Social Sphere and provide an opportunity to implement the following for citizens of Ukraine:

  1. eDopomoga . Integration and data exchange between UISSS and the eDopomoga platform will allow international organizations to receive information about people in need of financial assistance faster and more conveniently. Verification of data sent by applicants through the eDomopoga platform will also be accelerated. In this way, interaction with international organizations becomes more effective. A greater number of citizens will be able to receive financial assistance.
  2. Subsidies. Thanks to the modernization of UISSS, the initial verification and further transfer of applications for the assignment of housing subsidies and benefits submitted electronically will become faster. Improvements to the interaction of all links of the process will also be implemented, which will prevent errors and speed up decision-making regarding the provision of subsidies or benefits.
  3. Registration and assistance for internally displaced persons. For the convenience of social security workers, the reporting and transfer of the personal file of an internally displaced person from one social security body to another will be automated.
  4. Centralized data bank on disability issues (CBD). For users of the Social Protection Fund for Persons with Disabilities, revisions will be introduced that will allow for optimisation and automation of reporting, registers, update of contract templates, etc. As a result, this will make the CBD more convenient and faster for users.
  5. Quick interaction with citizens. Development of the UISSS subsystem for sending information messages to emails and via SMS to citizens who already receive social services or are entitled to them.
  6. The social web portal is intended for the online work of external users. That is, the portal will allow solving a number of issues and improve the provision of services and interaction between the state, citizens, providers and recipients of social services and other stakeholders. For example, the implementation of the "Bank Cabinet" for users-employees of banking institutions that make payments of social benefits. The cabinet will provide the possibility of uploading payment information on benefits and uploading information on the status of payment of funds to recipients of benefits.

It will be recalled that on October 10, the Ministry of Social Policy of Ukraine and the UN World Food Programme concluded the first agreement on financing from the UN WFP for the modernization of the Unified Information System of the Social Sphere for the centralized automation technology of social protection processes for internally displaced persons.
