3 个月The Millennium Project should surely include: COSMOPOLITAN CONFEDERALISM Now that we have celebrated the Three-Quarter Century Birthday of the United Nations, it may be time to renew our aim for upgrading and improving its performance. To do so, many ideas have already been proposed over the years, but brutal world realities have stood in the way of reforming the UN from an international organization into a supranational system needed to resolve the sociological and ecological problems of humanity. If the UN is to become more than a global IGO (Inter-Governmental Organization), it must transcend its strict representation of nation-states as its formal membership. Although the UN almost quadrupled its original fifty Charter members, its decision-making procedures still do not reflect present world realities. Apart from the exceptional case of its Security Council, the egalitarian one-state, one-vote makes it inherently impossible to enact anything more than moral declarations that are neither legally bound nor politically enforceable. .............
