Brazil’s Ministry of Finance unveils regulatory policy and agenda for online gambling sector

The Sceretaria de Prêmios e Apostas (SPA) has published an ordinance outlining the steps to regulate online gambling, aiming to provide legal certainty and efficiency in Brazil’s betting sector.?

The regulatory agenda is divided into four phases, with specific objectives for each phase, including authorisation of laboratory certification, the establishment of general rules for payment methods and security, and regulations on money laundering prevention.?

Phase 1 focuses on laboratory accreditation and general rules for payment methods and security. Phase 2 covers regulations on money laundering prevention and compliance, while Phase 3 addresses technical requirements for online games and sanctioning actions.

The SPA, established by Presidential Decree 11,907/2024, will oversee licensing, monitoring, compliance, and enforcement of regulations, ensuring the systematic and transparent allocation of contributions from the betting industry for societal benefit.
