Midland College Bond: What You Need to Know Before You Vote

Investing in Midland’s Future

Midland College is facing a challenge that could impact the entire Permian Basin. With growing workforce demands across industries like oil and gas, healthcare, and skilled trades, the college is struggling to accommodate all the students who want to enroll. That’s why the Midland College bond proposal is on the ballot for May 3, aiming to expand and modernize facilities to meet these needs.

In the latest episode of Best of Midland, hosts Ryan Shewchuk ??? and Terra Avery sat down with Kelsie Rasure , Chair of the Midland Works PAC, to break down what this bond means for our community.

Why Does Midland College Need This Bond?

The demand for skilled workers in Midland is growing rapidly. According to The Perryman Group, over the next 30 years, 218,300 additional workers will be needed in key industries. But right now, Midland College is at capacity—they’re turning students away because they simply don’t have enough space.

As Rasure explains in the episode:

"We have people who want to learn, and our facilities aren’t allowing for that. We have to make room for these students because our workforce needs them."

What Will the $450 Million Bond Cover?

If approved, the bond will fund several major projects to enhance career and technical education (CTE) programs, update student facilities, and improve campus safety. Here’s how the funds will be allocated:

? $277M – Applied Technology Complex: A state-of-the-art facility for CTE training in oil and gas, manufacturing, engineering, construction, and skilled trades.

? $43M – Health Sciences Expansion: Upgrading facilities for nursing, medical assisting, pharmacy tech, and mental health training.

? $54M – Campus Renewal: Renovating classrooms, student spaces, and common areas.

? $35M – Residence Hall Updates: Modernizing student housing.

? $30M – Student Services Center: Improving student resources and support services.

? $10M – Safety & Security Upgrades: Enhanced campus safety, lighting, and signage.

How Will the Bond Impact Taxpayers?

One of the biggest concerns about the bond is the cost to taxpayers. If passed, the bond would result in a 5.5-cent tax increase per $100 property valuation.

This means:

  • A $100,000 home would see an increase of $50 per year
  • A $300,000 home would see an increase of $150 per year

Rasure acknowledges the concerns but emphasizes the long-term return on investment for Midland’s economy:

"People work hard for their money, and we respect that. But this is about investing in our workforce, our businesses, and our future. If we don’t step up now, we’ll fall behind."

A Potential Drilling Site on Campus?

Another interesting discussion in the episode was the possibility of an oil drilling site on Midland College property. An operator has proposed drilling on an 11-acre section of campus, which could provide financial benefits to the college and the community. However, Rasure notes that safety and legal considerations are still being reviewed before any decisions are made.
