If you ever wanted to use 'Premium' for less than the lowest cost, $5000/month, Fabric will enable that option to become a reality without purchasing an A SKU (embedded). Fabric has brought not only more functionality, but also a reduction in cost for entry into the capacities of the service.
As you can see in the image above, the entry level can be as low as $262.80/month. Now, this is a minimum set of resources, but it does show how easy it is to convince management to start on this path.
P1 is equivalent to a F64 in resources, but there is a price difference - $5000(P1) versus $8409.60(F64). Now, this is not explained anywhere, but my assumption is the features of Fabric are larger than just a capacity for the Power BI Service.
Above is a link to the features of Fabric, which is the Data Factory and Synapse features along with the Premium of Power BI Service. The server-less SQL Server is my favorite along with creating a Lakehouse or Warehouse. I look forward to more with Fabric (and bug fixes) and I strongly suggest just using Fabric in its current stage in a Proof of Concept implementation. Remember, it is still Public Preview, which is equivalent to Beta in the old software days or labeling releases.
