MHA issue advisory to prevent crimes against Women and Children

A very useful advisory guidance has come from MHA on effective response to crimes against women and children. The following proactive steps have been suggested in the letter received from the Union Home Secretary, Shri. Ajay Bhalla.

These are essential for both law enforcers and people at large for enhanced security. Here are the high points which we all need to know.

  • On the complaint of any such matter, there should not be any jurisdiction issue of a police station. A zero Fir will be registered and the complainant cannot be asked to go to another police station. A Zero FIR must stand registered. This is a clear direction. ( people need to know this as their right and all public officials need to know this as their duty).
  • There is a facility for an investigation tracking system for sexual offenses. (ITSSO) which enables the state officers to monitor the completion of investigation in serious sexual offenses within the prescribed two months' time. This is a portal. (all officers need to know this. And shown this) This is based on CCTNS already existing in all police stations.
  • It shall be the duty of all supervisory officers to make sure this ITSSO is kept updated.
  • Forensic evidence is critical to the delivery of justice the state administration must ensure it upgrades its forensic capability, training of the staff and usage. Which means availability of the funds and trained manpower with required facilities. It expects people to value the need to preserve forensic evidence until the investigation team steps in to collect. No one must tamper with it. Or weaken it.
  • Also advised it to link and refer to the national database of sex offenders. (NDSO) currently, there are 7 Lakh listed. The criminal justice system managers need to know this exists. Be it cops or prosecutors.
  • It’s important for the general public to know the use of call number 112, which connects nationally besides the existing phone number 100 in use for any emergency help. 112 Is the Emergency Response System. ( ERSS). Anyone, anywhere, can seek this help. It’s important for all citizens to know.

Hence this info must be widely shared for ‘aggressive awareness’.

Oh, it would be better if MHA could dare to identify their own leaders and rapists to punish them fairly . @drshamoon34?crimes against women in the country?

We can learn from the UK on how to maximise 'Zero-hour investigations' done within the 1st few hours of the crime to gather the maximum evidence possible to secure convictions. Given the time lag between the crime committed, and when the FIR is filed, if at all, 'crime scene' may become spurious, thus lowering the quality of forensic evidence. As a layman with no experience of how the mechanism works, this appears to me as a 'reactive' process, with the enforcement process starting with the FIR. Can we not think of a 'pro-active' process in parallel, with the police leveraging the planned topographic drone network to spot, and prevent criminal activities in advance?
