In Mexico, two key legislative acts dictate the regulatory framework for gambling and betting.?

The Federal Law on Games and Raffles, established in 1947, initially restricted most forms of gambling, with exceptions for sports betting and raffles.?

However, loopholes in the law allowed for a thriving grey market until 2004, when new regulations expanded licensing for casinos and other gambling activities.

Overseeing the licensing and regulation process are critical bodies such as the Ministry of the Interior (SEGOB) and the Gaming Bureau.?

However, while federal law permits online gambling, it's subject to state-level regulations and local initiatives.?

Here’s how it looks on the state level:

• Campeche: Online casinos and betting activities are prohibited, as state laws do not allow for licensing in these areas.
• Querétaro: Online casinos and betting are permitted in Querétaro, with operators needing to obtain licenses from the State Ministry of the Interior.
• Jalisco: Similar to Querétaro, Jalisco permits online casinos and betting, requiring operators to secure licenses from the State Ministry of the Interior.
• Mexico City: Online casinos and betting activities are authorized in Mexico City, with operators needing licenses from the District Ministry of the Interior.
• Quintana Roo: Online casinos and betting are allowed in Quintana Roo, home to the popular tourist destination of Cancun. Operators require licenses from the State Ministry of the Interior.
