Using DataCo Concealer and Match enables cross organisation data breach notifications

We understand the severity of the impact of data breaches and how quick responses to share knowledge of breached customers can protect the Australian economy and the safety of it's citizens. As such, DataCo is offering the use of its Privacy Preserving Customer Matching service to any organisation impacted by a data breach, including those breached and peers wanting to identify their customers, completely free of charge for 60 days to assist in the response to data breach incidents.

The Challenge

Ongoing customer data breaches regularly remind us of how few tools we have to respond to data breaches. When a data breach occurs an organisation swiftly notifies affected customers. However, individual customers are left to contact other service providers, including financial services and inform them of the situation in the hope that they will catch any subsequent fraud activity. Leaked personal information, including driver's licence and passport information, could be used by bad actors to access customers' financial services fraudulently. Urgent preemptive action is needed by other large organisations, including financial institutions to protect affected customers.? Putting the responsibility on the customer is a significant and unreasonably burden.? Ideally, when an organisation suffers a breach there should be a means for cross-organisation data breach notifications - a capability for an impacted organisation to directly notify other organisations of the affected customers that the organisations have in common.?

A key challenge hindering cross-organisation data breach notifications is that organisations have not traditionally had the means to identify and notify affected individuals that are customers of other organisations.? Organisations typically can’t safely and securely match customer records with other organisations.??

DataCo’s Data Collaboration technology addresses these historical challenges using privacy-preserving, secret computing technology to provide organisations with a ready-to-use tool to connect customer records between organisations.??

Using the DataCo customer matching service, an impacted organisation could enable other organisations, including financial institutions to identify the affected customers within their institution; enabling financial institutions to take preemptive action for compromised customers against fraudulent activity and contact compromised customers to warn them of the relevant risks and encourage them to enable multi-factor authentication.?

The Solution

Referring to Figure 1 below.? An impacted organisation uses the DataCo service to conceal their affected customer records into matching vectors.? Peer organisations undertake an equivalent process concealing all of their customer records to generate matching vectors.? The DataCo match service is then used to identify matching records.? Peer organisations are then notified of which of their customer records are affected by the impacted organisation data breach.? Action can now be taken without placing the burden on individual customers.??

Note that the DataCo concealer and matching service enables individual customer records to be matched despite minor differences in records, for example, different first name spelling and variations in email addresses.??

Definitely an increasing need for this type of service, no amount of legislation (unless we move away from digital and go back to writing cheques?) will remove the risk of someone leaving a back door wide open to hackers.
