For our latest executive profile, Senior Reporter Ben van der Meer spoke with Bobbie Singh-Allen , the mayor of the City of Elk Grove .
Singh-Allen, who made a bit of history in 2020 as the first directly elected Sikh female mayor in the U.S., is at the forefront of a city where many big projects are on the horizon.
"You have to govern from a place of compassion and understanding. You're weathering a storm," she told us.

Inside the decline of Sterling Caviar
For decades, the Sacramento region has led the nation in producing caviar.
Now, one of the largest and oldest Sacramento County caviar farms is facing problems, defending itself in multiple legal disputes simultaneously over the company’s finances.
Elverta-based Sterling Caviar was forced into receivership earlier this year, after disputes with creditors over $23 million in unpaid debts.
But records indicate that Sterling Caviar’s troubles go beyond that, with multiple lawsuits stemming from when the company changed hands in 2020.

Apartment owner files for bankruptcy
With a potential foreclosure sale, the owner of an apartment property in Old North Sacramento has filed for bankruptcy, seeking to reorganize finances.
Plaza Estates LLC, which owns the 62-unit Plaza Estates at 695 Plaza Ave. in Sacramento, filed for bankruptcy on June 11 in U.S. Bankruptcy Court for the Eastern District of California.
"He's just had problems paying the mortgage," said Lewis Phon, an attorney representing the ownership group in the bankruptcy case. "It's not a complicated case, but sometimes a business runs into cash-flow problems." Read more

Affordable housing project planned in Penryn
Land not far from Interstate 80 in the unincorporated Placer County community of Penryn is slated to be the site of the first affordable housing project there.
Roseville-based USA Properties Fund, Inc. has submitted a development application for a 240-unit project called Hope Way Apartments on 11.5 acres at the southwest corner of Penryn Road and Hope Way.
