Meaning of "either--- or " choice in the exercise of the sovereign will of the people

I have noted that Section 1 of the Constitution stipulates that-  The people {of Kenya} may exercise their sovereign power either directly or through their democratically elected representatives. 

Allow me to seek clarity from the established legal minds as to whether this means that those County Assemblies that passing motions to establish a "Peoples Assembly" are automatically dissolving and removing all the structures that are made up of "elected representatives" - the governor and the County Assemblies?

Would this mean that the National Treasury cannot and should not direct any resources to the County Governments as now constituted?
