This is funny, because, as an individual, I have always talked about how we all have to have our "learning strategy" in place to bridge the specific gaps in knowledge, to meet our specific career goals. I have never thought about it at an organization level, but you are correct, you probably do need to manage your learning at an organizational level if you want to be efficient and effective.
