Il mercato dei dispositivi di protezione individuale, in particolare delle mascherine, è un mercato che vive costantemente sotto la lente di ingrandimento delle autorità sanitarie e dei media. C’è di mezzo la salute delle persone, i controlli sono scrupolosissimi.

The market for personal protective equipment, particularly masks, is a market that is constantly under the magnifying glass of the health authorities and the media. People's health is at stake, and controls are scrupulous.

Come in tutti i settori, però, in cui regnano conflitti di interesse e in cui la concorrenza, soprattutto in questo periodo di pandemia di Covid-19, non conosce confini. Succede che vengano sollevati dubbi o ombre su alcuni prodotti.

As in all sectors, however, where conflicts of interest reign and where competition, especially in this period of the Covid-19 pandemic, knows no bounds. It happens that doubts or shadows are raised about certain products.

è successo per le U-Mask, ritirate dal mercato su iniziativa del Ministero della Salute e ora in attesa di una sentenza del Tar che si pronunci sulla loro conformità alle norme europee. E’ successo, più recentemente, per le mascherine Ffp2 che riportano il marchio CE 2163.

It happened with the U-Mask, withdrawn from the market on the initiative of the Ministry of Health and now awaiting a ruling from the TAR (Regional Administrative Tribunal) on their compliance with European standards. More recently, it happened with Ffp2 masks bearing the CE 2163 trademark.

In un articolo uscito a fine febbraio su un giornale italiano, una società che si occupa di importare mascherine dalla Cina denuncia una presunta irregolarità in alcune mascherine Ffp2 provenienti proprio dalla Cina. Queste sono vendute con il certificato CE nonostante, secondo la società accusatrice, non soddisfino i requisiti sanitari fondamentali per essere immesse regolarmente sul mercato.

In an article published in an Italian newspaper at the end of February, a company that imports masks from China denounced an alleged irregularity in some Ffp2 masks from China. These masks are sold with a CE certificate despite the fact that, according to the accusing company, they do not meet the basic health requirements to be placed on the market regularly.

A certificare queste mascherine, sempre secondo l’accusa, sarebbe la Universal Certification. Una società turca con sede a Istanbul riconosciuta e titolata come ente certificatore che può rilasciare il marchio CE 2163. Marchiatura che si trova in diverse mascherine Ffp2 che vengono vendute sia online che nelle nostre farmacie e nei supermercati.

According to the accusation, these masks are certified by Universal Certification. This Turkish company, based in Istanbul, is recognised and licensed as a certification body that can issue the CE 2163 trademark. This marking can be found on a number of Ffp2 masks that are sold both online and in our pharmacies and supermarkets.

Subito si è partito un tam-tam mediatico che ha non solo scatenato il panico tra chi ha acquistato queste mascherine, ma ha diffuso un messaggio errato: “Se avete acquistato mascherine CE 2163 buttatele perché non sono a norma”.

This has not only caused panic among those who have bought these masks, but has also spread the wrong message: "If you have bought CE 2163 masks, throw them away because they do not comply with the standards".

Ecco, NON è VERO. Sicuramente esistono mascherine che, nonostante la certificazione, non sono a norma. Questo accade perché alcuni produttori poco seri, immettono sul mercato prodotti di qualità scadente o non a norma. Alcuni approfittando, magari, di enti certificatori che hanno processi di approvazione molto veloci e quindi meno approfonditi di altri.

This is NOT TRUE. There are certainly masks which, despite their certification, do not comply with the standard. This is due to the fact that some unreliable manufacturers put poor quality or non-standard products on the market. Some of them take advantage, perhaps, of certifying bodies that have very fast approval processes and are therefore less thorough than others.

Questa ipotesi, però, è piuttosto rara visto che tutti gli enti che certificano le mascherine sono controllati e autorizzati dagli organi europei e sanitari competenti. E’ più probabile che sui mercati mondiali circolino dei falsi: mascherine, cioè, in cui viene indicata una certificazione che in realtà non esiste. Su questo caso specifico è recentemente intervenuto l’Ente certificatore turco messo sotto accusa e che ha smentito le notizie in circolazione: le mascherine Ffp2 certificate 2163 “sono a norma” e “l’intero processo di certificazione è gestito in conformità con il sistema di marcatura CE stabilito nell’ambito della Unione europea”, si legge nella nota riportata dall’agenzia di stampa Agi. “Come tutti gli enti certificatori – premette l’azienda – Universal Certification esegue esami iniziali sul modello di mascherina e in seguito conduce controlli a campione sulla produzione in serie, per verificare che la qualità del prodotto sia omogenea con quella verificata nei test.

This hypothesis, however, is quite rare, given that all bodies that certify masks are controlled and authorised by the competent European and health bodies. It is more likely that fakes are circulating on the world market, i.e. masks indicating a certification that does not actually exist. The Turkish certifying body recently intervened on this specific case and denied the news in circulation: the Ffp2 certified 2163 masks "are in conformity" and "the entire certification process is managed in accordance with the CE marking system established within the European Union", reads the note reported by the Agi news agency. "Like all certifying bodies, Universal Certification carries out initial examinations on the mask model and then conducts sample checks on mass production to verify that the quality of the product is consistent with that verified in the tests.

Non è possibile per nessun ente certificatore verificare ogni singola mascherina prodotta sulla base del tipo certificato. Inoltre, non corrisponde a realtà che i tempi di esame e approvazione di Universal Certification siano più rapidi. Tutte le fabbriche sono soggette ad audit in loco e il tempo medio di certificazione di Universal Certification varia da due a tre mesi, che è di fatto meno rapido rispetto ad altri enti certificatori”.

It is not possible for any certification body to check every single mask produced on the basis of the certified type. Furthermore, it is not true that Universal Certification's examination and approval times are faster. All factories are subject to on-site audits and Universal Certification's average certification time varies from two to three months, which is actually less rapid than other certifying bodies."

La responsabilità, dunque, spetta al produttore. Ciò significa che non è assolutamente detto che le mascherine contestate siano fuori norma. Semplicemente se il produttore di mascherine con la certificazione CE 2163 è un produttore serio, le mascherine sono sicure come tutte le altre. Dunque, a fare la differenza, è la serietà del produttore.

The responsibility lies with the manufacturer. This means that it is not necessarily the case that the disputed masks are non-standard. It is simply that if the manufacturer of masks with the CE 2163 certificate is a serious manufacturer, the masks are as safe as any other. So it is the seriousness of the manufacturer that makes the difference.
