City of St. Louis Benchmarking Data Verification UPDATES
The Office of Building Performance has confirmed a few details about this year’s Data Verification requirement. This simple task is a vital component of the Building Energy Performance Standard Ordinance (2020) that ensures fair and accurate evaluation.
1) Verifiers must be a 3rd Party to the building and entity doing the benchmarking to ensure data integrity.
2) Site visits ARE NOT a requirement of this process unless building size/use cannot be otherwise verified.
3) Verifiers DO NOT need to fill out the indoor air quality section of the checklist.
4) Verification will be reported in the City’s new BEAM portal (coming online in April).
5) The verification deadline has been moved back to June 1st (benchmarking is due May 1st as usual). As always, communicate issues to the Office of Building Performance; they are committed to working with buildings.
6) Verification documentation must be kept through the next cycle for potential audits.

Clayton Passes Benchmarking for Large Buildings
The City of Clayton, Missouri, adopted a building benchmarking law earlier in February this year (see p39). Clayton’s Building Energy Awareness law will cover city-owned buildings over 10,000 square feet, and commercial and multifamily buildings over 100,000 square feet. City-owned buildings will need to begin complying in April of this year, with covered commercial and multifamily buildings beginning to report their energy use in 2027.
Clayton estimates this will cover four city-owned properties and up to 60 commercial and multifamily buildings.
