The king is the ruler of an independent state.
From a historical perspective king is a person of the complete domain and one who made all the decisions, the king has graduated to a person who is actively engaged in the rituals that reflect national tradition rather than political influence. A good and effective king is considered the one who rules the state and also rules the hearts of the citizens.
“PEOPLE WORK FOR PEOPLE”
Yes, definitely people work for people.
All people of a state work only for one person, the king, who represents the state. People don’t work for ministers and they don’t work for the collectors or the administrators. All people of the state including the ministers, administrators, and collectors work for the king, the symbol of the state. All other positions are replaceable but the state is independent as long as the king is alive. The king is irreplaceable as long as he lives. The state is represented by the king and –

The same holds for organizations today.
This characteristic feature cannot be delegated. In fact, the ministers have to utilize this nature of the human thought process to manage and administer.
So, I conclude that the king is the most important person in the state, and ministers are basically managers who are required to possess some leadership skills. The primary role of the minister is management. No independent state, big or small, can have more than one king. Yes, when a state becomes very big then the king shifts to the role of an Emperor with a number of independent kings with independent states under the Empire.
What is the role of The King?
...He is the wealth builder and is responsible for the expansion of the kingdom.
...He has to take care of the citizens. He has to oversee the role of the ministers to ensure that the ordinary citizens are happy and satisfied.
...A good king ensures freedom of action and expression which is good for the kingdom.
...He is supposed to resolve differences at all levels.
...He is authorized for punishment. Any case of punishment under any ministry has to come to him for decision. He is also authorized to pardon.
...He also grants honors to the worthy, who may or may not be directly related to ministerial activities like artists.
The study of the role of the king is incomplete without the role of the ministers.
What is the role of the ministers?
...Direct the governing policies.
...They make decisions about the national issues and address current national problems.
...They present, discuss, propose and formulate laws and take decisions in consultation with other ministers and the chief minister.
...They explain the laws to various enforcement agencies.
...They LEAD their respective fields.
...They arrange to educate and guide citizens about the law.
To sum-up - there are three levels in a kingdom -

...The Chief minister.
