Project Background -Management and delivery of life saving Health and Nutrition supplies for improved child and maternal health in North West Syria

Background: Syria North West has an estimated population of 5.1 million people, 3.4 million Internally Displaced persons and 2 million of these living in camps, 75% of camp population are women and children.1,556 sites hosting IDPs lacking adequate access to health, clean water and other basic services. Communicable disease outbreaks remain a threat to children and the population including scabies, Acute Watery Diarrhea, and vaccine preventable diseases such as measles. Close to 80% ( 4 million people) are in need of health assistance. The stunting rates among children below 5 years remains high over 20% since 2021 . This is defined as critical/extreme by the Global Nutrition Cluster. Children with stunting experience impaired growth and development from poor nutrition, repeated infection and inadequate psychosocial stimulation. This affects their overall growth and development and limits them to achieve their full potential in life. Under nutrition among Pregnant women, Adolescent girls and children below 5 years is documented. Status of the Health and Nutrition service delivery system: The Health and Nutrition Clusters provide the framework and technical guidance and priorities for planning, implementation and reporting of services. UNICEF seeks to identify potential National and International Organizations (NGOs/INGOs) for a 12-month partnership for the effective logistics management of health and nutrition supplies in Idleb and northern Aleppo. The identified NGO/INGO will work through established Health and Nutrition Cluster supplies Logistics and supplies technical working groups to ensure alignment to program requirements and avoid duplication. The NGO/INGO should demonstrate mechanism for monitoring across all the sites receiving Health and Nutrition supplies with clarity on plans strategies to prevent aid diversion.

1.Health and Nutrition logistics management

2.Health and Nutrition supplies-warehousing, warehousing; distribution, supplies tracking, end use monitoring.

3.Accountability to Affected Populations and Community ownership/participation: Establish and maintain Accountability Mechanisms for Affected Population Expected Results The overall goal is to contribute to improved health and wellbeing of the children, women, and population in Northwest Syria. The expected results include the following: i) Mothers and children receive lifesaving interventions: availability of health and nutrition supplies at all service delivery points ii) Effective management of Nutrition supplies-warehousing and distribution (reference logistics management practices) iii) Demonstrated community ownership and participation, community resilience and improved livelihoods. a) Accountability to Affected Population

Other information (optional) Criteria for partner selection:

1.Legally registered with Turkish government and not for profit with current operational presence in Idle and North Aleppo in Northwest Syria.

2.Availability of teams and skilled staff on the following depending on area of comparative advantage: o Management of Nutrition and Health supplies system-warehouse, distribution, accountability o End user monitoring of health and nutrition supplies

3.Commitment to fully contribute to the outlined expected results and outputs through supporting the timely delivery of health and nutrition supplies.

4.Having an efficient supply chain management encompassing effective warehousing and accountability of received supplies and establishing mechanisms to report on any wrongful diversion, misuse and losses.

5.Demonstrate to have meaningful, active engagement and participation in all health and nutrition response related coordination at all governorate and district levels.

6.Participation in joint monitoring visits with Third Party Monitoring and UNICEF staff, including routine/programme monitoring visits and end user monitoring.

7.Re-alignment of programme implementation strategy in line with recommendations from health and nutrition EWARN and surveillance findings.

8.Commitment to maintain UNICEF and donor visibility in sites utilizing supplies received from UNICEF with prior consultation from UNICEF.

9.NGOs/INGOs submitting expression of interest applications in response to the call in United Nations Partner Portal (UNPP) should clearly outline how they intend to meet the above outlined criteria for partner selection with corresponding financial contribution not less than 20%.

10.National and International NGOs should ensure completing their profiles in UNPP.

11.Meets all eligibility criteria for partnership with UNICEF (rules and regulations) The duration of the Program Document is for full calendar year.
