The Management of Change (MOC) Process

The Management of Change (MOC) Process

  • MOC, or Management of Change, is a structured approach designed to manage changes that could impact safety within the workplace. It ensures that every alteration, whether small or large, is carefully evaluated to maintain a safe environment for all. The primary goal of MOC is to understand how changes can affect safety and to implement them in a way that enhances overall safety standards.

Who's Involved in the MOC Process?

  1. Safety Manager: The Safety Manager oversees the entire MOC process, ensuring that all changes are properly assessed and approved before implementation.
  2. Accountable Manager: This individual is responsible for giving the final approval for changes, making sure they align with established safety standards.
  3. Maintenance Team: The maintenance team plays a crucial role in identifying potential changes and implementing them safely to avoid any compromise to safety.

The MOC Process

  1. Identify the Change: The process begins by recognizing any change that could potentially impact safety. This could range from procedural adjustments to the introduction of new equipment.
  2. Assess the Impact: Once a change is identified, it's essential to evaluate the potential safety risks associated with it.
  3. Risk Assessment: For significant changes, a detailed risk assessment is conducted to fully understand the implications.
  4. Implementation: After the change is approved, it is implemented with careful monitoring to ensure that it is safely integrated into operations.
  5. Evaluation: Regular reviews of the implemented change are necessary to ensure it does not introduce new risks and continues to uphold safety standards.

Your Role in MOC

  1. Observation: Stay vigilant in your work environment. If you notice something that could be improved or poses a risk, report it immediately.
  2. Process Adherence: When suggesting or implementing changes, always follow the MOC process to ensure safety is not compromised.
  3. Safety Focus: Prioritize safety above all when proposing or making changes, ensuring that any modifications contribute to a safer workplace.

MOC: A Commitment to Safety

  • MOC is more than just a process—it's a commitment to maintaining and improving safety in the workplace. It requires a collaborative effort from everyone involved, as safety is a shared responsibility. By making MOC a natural part of our daily operations, we not only uphold safety standards but also contribute to ongoing improvements that benefit the entire organization.

The MoC process should owned by the Organisation, the Safety Manager should be a stakeholder in the process, they shouldn't necessarily be responsible for the process implementation. It is the responsibility of the change owner to ensure the process is followed.
