During the last few months, while the Talk to Loop platform has been in hibernation, our team has been reflecting on the work we have done, the learnings we have gathered, and making improvements across the board to ensure we?come back stronger.
?One of the main takeaways from the rollout of the tool in complex humanitarian settings is the high demand for handling sensitive information. Talk to Loop was set up from the beginning with a strong, sector-informed Safeguarding SOP, alongside a?DPIA and other Data Privacy Policies. We have robust internal procedures to guide the experienced Loop Sensitive Feedback Leads, with a strong background in safeguarding, gender-based violence, child protection, and investigations, in managing reports in a consistent manner. So as to build trust and understanding in our approach, we have now developed these procedures into a clear framework for wider dissemination and reference.?
?We hope that?many of you will find this information not only informative but also very telling regarding the intricacy of the platform's operation, and how our unique approach acts as a resource that survivors and communities can use to help get referrals for assistance and referrals for allegations to the right people in a timely and safe manner.?
?The humanitarian and development systems is complex to navigate even for english speaking, literate, digitally connected people who understand the jargon. Talk to Loop acts as an intermediary helping affected communities to navigate to the right person, based on their very specific contexts, wishes and risks, increasing the likelihood that they will choose to?come forward with their concerns and reports.

This framework provides a comprehensive explanation of how sensitive feedback is managed within the Talk to Loop platform. It outlines the internal ?procedures put in place ?for reporting, obtaining informed consent, and making referrals for assistance and investigation. Also it outlines?the application of a survivor-centered approach, confidentiality, and the principle of "do no harm." The framework includes differences in the approaches for?various types of sensitive feedback, including protection violations, mental health issues, child protection, gender-based violence, corruption, fraud, and sexual exploitation, abuse, and harassment. It also details the responsibilities of Loop’s Sensitive Feedback Leads, the process for closing the feedback loop, and the importance of training and supervision to ensure adherence to best practices and global standards. The document is continuously updated to reflect evolving contexts and best practices, learning and system level Standard Operating Procedures, so we align and integrate with the sector across the various technical areas.
Talk to Loop endorses CAPSEAH.
The Resource and Support Hub, with support from the FCDO Safeguarding Unit has recently published the Common Approach to Protection from Sexual Exploitation, Sexual Abuse and Sexual Harassment (CAPSEAH). It is a guide, to help people and organisations working in the humanitarian, development and peace settings take action to protect people from SEAH. It provides common principles, minimum actions and practical guidelines.

As a result of conversations with many allies and interested parties, we are excited about the prospect of Talk to Loop coming back stronger!
We are busy laying the groundwork to improve across all aspects of our work, based on learning from the evidence building phase. ?We expect that within the next few months we will be turning the lights back on in Somalia and then potentially elsewhere a little later this year.
We believe that this hibernation has resulted in an awareness that Talk to Loop is not ‘just another tool’ but something unique and critical in responding to calls for accountability in the humanitarian system. Continuing to put communities and local actors at the center, helping to shift power and support broader systems change.
As we line things up for reopening in a long term sustainable way, with greater legitimacy and safety, we are looking to recruit key candidates, with open contracts, to help us come back stronger.

Digital Product Manager: We are looking for a seasoned digital product manager with a strong technical background and a proactive approach to problem-solving based on strong ethical standards. The ideal candidate profile is a former software developer who is now more focused on product management within the humanitarian context. This is a full time, long term position. This role will play a pivotal role in ensuring the effective operation and continuous efficient improvement of the Talk to Loop platform and linked technologies.
Somalia Country Lead: We are looking for an experienced leader with deep expertise in humanitarian program management and community development in Somalia. ?With a strong background in systems change, MEAL frameworks, and extensive networks in the Somalia national Aid ecosystem. This is a full time, long term position. This role will be responsible for leading the roll out and scale up of Loop as a collective feedback and safe reporting mechanism across all parts of Somalia. And will provide strategic direction and operational management of the team behind the platform in Somalia.
Global Finance Lead: We are looking for an experienced, Dutch-based, accountant specializing in financial leadership within humanitarian or development sectors. Expertise in financial reporting, compliance, budgeting, and forecasting for EU, UN Agencies, and BHA. This is a part time, long term position.?This role will play a pivotal role in ensuring the financial health and sustainability of the charity. It will be responsible for providing expert financial advice to the?Loop Lead and Governing Board, managing financial operations, donor requirements and overseeing compliance with legal and tax requirements.
MEAL Consultancy for a System's Review: We are embarking on a review of our MEALS systems, can you help us? The ideal consultant The ideal has advanced social sciences education, strategic MEAL experience, strong analytical and communication skills, sector familiarity, and expertise in indigenous and decolonized approaches; and will significantly help us to establish the impact of feedback, identify key factors, analyze data in real-time for improvement, and harness trends to enhance Aid efficacy and individual agency.

Really excited about sharing this Framework. This along with our DPIA are two very in-depth technical documents showing in detail the behind the scenes process and approach of Loop, and how we take peoples data and reports seriously and how we can compliment and align with other mechanisms and systems in the sector. Its a minefield out there for communities receiving Aid to know to whom they can report something sensitive safely, the Loop technical specialists help get them to the right people. Loop’s data protection impact assessment is well thought out and relevant to Loop’s specific activities. Thank you for tracking incidents and considering the privacy of reporters, and using tools like the Harmonized Reporting Scheme when analyzing sensitive data. Your look at AI and crisis affected communities is inspiring. In a world where AI tools can feel vaguely pernicious or outright vacuous, Loop is looking at how language power dynamics operate in humanitarian settings. This is elevated AI usage.
