What is the requirement? What does the inspection entail?
The law requires a visual inspection once every four years by a NYC Licensed Master Plumber of a building's exposed gas piping from the point of entry up to but not including tenant spaces for gas leaks, corrosion, and illegal connection. The inspection entity also needs to walk the pipes and buildings with an approved gas detection device.
What building's fall under this requirement, and by when do they have to comply?
As a general rule of thumb, pretty much every single building in NYC other than one and two family homes has to comply with this law. When a building has to comply is based upon its community district. See below schedule.
My building doesn't have any gas service? Do I need to do anything to comply with this law?
The short answer is yes. Pretty much every building in NYC other than one and two family homes have to do SOMETHING to comply with this law. Building's that DON'T have gas service still have to do a filing certified by a Registered Design Professional (Licensed Professional Engineer or Registered Architect) certifying that the building does not have gas.
Do you have to get into apartment units or other tenant spaces as part of the inspection?
Based on available guidance, the answer is no, the scope of the inspection does not include apartments or other tenant spaces.
What if my building has gas meters in the apartments and/or tenant spaces. Do you need access then?
Based on available guidance, the answer is still no. The scope of the inspection does not include apartments or other tenant spaces.
I've heard that the person doing the inspection has to use an approved gas detecting device with GPS which links in real time to the City and/or to the utility.
Yes to the first part, no to the second part. The inspector DOES have to utilize a gas detection device which is approved by the New York State Department of Public Service. There is, however, no link currently between the device and the City or the utilities. It appears that this functionality is a goal for the City and utilities, but no mechanism exists at this time.
