LOOK AT THIS SCENARIO

You have just became homeless. You go to the local shelter or mission that is receiving a portion of the $16+ billion that the government issues in grants every year, and just because in their mission statement it states they offer programs of rehabilitation.... THEY GET IT. What they didn't include in that statement was that the rehabilitation is not in their facility, they send you to another agency. Now that agency will get its portion of some other grant the government has allocated funding for. This cycle goes on and on until every dollar is dispersed. Meanwhile, back at the shelter you are placed in a 8x10 room looking at 4 gloomy walls. Your curfew is at 10pm, so what you do until then is on you...NO INCENTIVE, NO DIRECTION, and NO REHABILITATION.
