Lok Adalat Token Traffic Police e-challans - 2024

SLSA & Delhi Traffic Police Organising National Lok Adalat on 14th September 2024: A Step Towards Quick Resolution of Pending e-Challan Cases

The State Legal Services Authority (SLSA), in collaboration with the Delhi Traffic Police, is organizing a National Lok Adalat on 14th September 2024 from 10:00 AM onwards. This initiative provides an opportunity for citizens to resolve their pending traffic e-challans issued up to 31st May 2024. Lok Adalats will be set up in all court complexes across the Delhi jurisdiction, and the e-Challan payment link will be activated from 9th September 2024.

What is a Lok Adalat?

A Lok Adalat is an alternative dispute resolution mechanism designed to provide a quick, cost-effective, and amicable solution to disputes. These are organized under the guidance of the Legal Services Authorities Act, 1987, and can settle cases that are already in court or cases that are at a pre-litigation stage. The decision of the Lok Adalat is considered final and binding, with no further appeal permitted, making it a speedy and efficient way of resolving disputes, including traffic violations.

National Lok Adalat for e-Challan Settlement:

The initiative by SLSA and the Delhi Traffic Police is aimed at addressing the massive backlog of e-challans issued to motorists for various traffic violations. Citizens with outstanding traffic fines have an opportunity to settle their dues at a reduced cost without going through a lengthy legal process. This Lok Adalat offers a win-win situation for both the public and the authorities, enabling quick and hassle-free resolution of cases.

How to Resolve e-Challan Cases through Lok Adalat:

The following steps outline how individuals can resolve their pending e-challan cases in the upcoming Lok Adalat:

1. Check Your e-Challan Status:

Before heading to the Lok Adalat, individuals should verify if they have any pending e-challans:

? Visit the Delhi Traffic Police e-Challan Portal.

? Enter your vehicle number or driving license number to check the status of pending e-challans.

? Take note of the date, amount, and details of each pending challan issued till 31st May 2024.

2. Activation of Payment Link (from 9th September 2024):

A payment link for settling pending e-challans will be activated on 9th September 2024. Motorists can access this link on the Delhi Traffic Police website and other portals associated with the National Lok Adalat. This online facility allows citizens to:

? Pay their fines conveniently through digital means.

? Confirm their participation in the Lok Adalat to avail of a possible reduction in the fine amount.

? Download the payment receipt as proof of settlement.

3. Attend the National Lok Adalat:

On 14th September 2024, you can visit the Lok Adalat at any court complex in Delhi to resolve your e-challan cases. Here’s what you need to do:

? Bring valid identification documents, such as a Driving License, Aadhaar card, or Vehicle Registration Certificate.

? Present any notices or details of pending e-challans you have received.

? The judges or appointed mediators at the Lok Adalat will review your case, and depending on the traffic violation, they may reduce the fine.

? Once agreed, you can pay the fine at the Lok Adalat through various payment modes, including cash, card, or digital payment.

4. Obtain a Final Settlement:

Upon successful payment of the fine, the case is considered closed and settled. You will receive a certificate of settlement from the Lok Adalat, and your pending e-challan case will be officially resolved. This document is important as proof of compliance with traffic regulations and will prevent future legal actions related to the e-challan.

Benefits of Settling e-Challans Through Lok Adalat:

1. Reduced Fines: Lok Adalats often offer concessions on the fines, making it a more affordable way to settle traffic violations.

2. Quick Resolution: Rather than waiting for the case to proceed through the regular court system, the Lok Adalat provides an immediate resolution, saving time for both citizens and the judiciary.

3. No Further Appeals: The decision of the Lok Adalat is final and binding, ensuring that there is no further legal hassle.

4. Less Formality: The process in the Lok Adalat is simple and informal, allowing citizens to participate without the need for legal representation or complex procedures.

5. Digital Convenience: With the activation of the e-challan payment link from 9th September 2024, citizens can settle fines online and avoid physical attendance at the court unless necessary.

Impact Across India:

The National Lok Adalat initiative to resolve e-challan cases is not limited to Delhi but is being implemented across India. Traffic violations and pending e-challans have been a significant burden on the Indian judicial system. With millions of cases unresolved, this initiative offers a comprehensive solution to clear backlogs. By holding such Lok Adalats across various states, traffic authorities and legal bodies aim to:

? Clear thousands of pending traffic violation cases in a single day.

? Reduce the burden on courts, which are already overwhelmed with a backlog of cases.

? Encourage voluntary compliance by motorists and promote better adherence to traffic regulations.

How Other States Can Implement Similar Initiatives:

While Delhi’s collaboration with the SLSA and Traffic Police sets a model, similar National Lok Adalats can be organized in other states as follows:

? Coordination with Legal Authorities: State Legal Services Authorities (SLSAs) in collaboration with traffic departments can organize Lok Adalats in district and session courts to deal with e-challan cases.

? Public Awareness: Effective communication strategies must be employed to inform citizens about the Lok Adalat and encourage them to participate.

? Digital Payment Integration: States can create dedicated online portals, similar to the Delhi Traffic Police, where individuals can check pending e-challans and make payments.

? Judicial Support: Judges, lawyers, and mediators should be briefed on offering concessionary rates on fines, ensuring that citizens benefit from reduced penalties and quick settlements.

The National Lok Adalat on 14th September 2024 offers a unique opportunity for Delhi residents to resolve their pending traffic e-challan cases in a swift and cost-effective manner. This initiative not only benefits individuals by reducing their legal burdens but also helps in the efficient functioning of the judicial system. Citizens across India should be encouraged to use such mechanisms for resolving traffic violations, as it ensures compliance while promoting a more disciplined and law-abiding society. By adopting such proactive approaches, traffic authorities can streamline the process of e-challan settlement and contribute to the overall improvement of road safety and traffic regulation across the country.
