Local Government Spotlight: Jet Buxton, GIS Analyst at the City of Orem

Local government often gets a bad rap, with many people associating it with bureaucracy and political partisanship. However, the reality is far different. Local government employees are dedicated professionals working tirelessly to improve their communities. These are humans working for humans—there’s no political agenda, just a desire to make a difference.


Jet Buxton's journey into the world of GIS is as unique as it is inspiring. Currently a GIS Analyst for the City of Orem, Jet has cultivated a career defined by curiosity, adaptability, and a passion for making a tangible impact on his community. His story highlights the power of persistence and the value of learning through diverse experiences.

From Civil Engineering to GIS Enthusiast

Jet's path began in civil engineering, a field he pursued for over two years during his undergraduate studies. While interning and taking courses, Jet discovered GIS through a class within his engineering program. “I absolutely loved working with GIS software,” he recalls. “It’s this incredible intersection of design and science, where you digitize the real world. It just clicked for me.”

Despite initially moving away from GIS after this early exposure, Jet's interest resurfaced during an internship with the City of Orem’s engineering department. While in that role, he took on some GIS responsibilities, which ultimately led to him applying for and accepting a full-time position as a GIS professional in another city department. “I became that person who could dive into GIS,” Jet explains. “That’s how I met mentors like Roger Dunn, who encouraged me to pursue GIS as a career.”

A Career of Innovation and Impact

Over the past six years with the City of Orem, Jet’s responsibilities have evolved significantly. He initially focused on road inspections and maintaining GIS datasets for public works. Today, he spends more time building applications, conducting spatial analyses, and creating tools to enhance city operations.

One of Jet’s recent accomplishments was developing a road inspection tool integrated with the city’s asset management system, Elements XS. This tool not only calculates Pavement Condition Index (PCI) ratings but also streamlines data collection for the streets division. “Learning JavaScript for this project was a challenge, but it opened so many doors for future innovation,” Jet shares. “The flexibility to learn and apply new skills is what makes GIS so rewarding.”

Another project Jet is particularly proud of is the "Taste the World Map," which highlights local restaurants in Orem offering diverse cuisines. This interactive tool encourages residents to explore small businesses, fostering a sense of community and supporting local economies. “It’s cool to know that something I created can drive real-world impact for businesses and residents alike,” he says.

Jet’s work also involves integrating technology into municipal operations to ensure efficiency and sustainability. He has collaborated with various city departments, creating GIS tools that streamline workflows and improve decision-making. “One of the most rewarding parts of my job is seeing the practical impact of my work—whether it’s helping maintain roads or supporting local businesses,” he explains.

Balancing Passion with Education

While excelling professionally, Jet is also pursuing a bachelor’s degree in University Studies with a GIS proficiency certificate and a geography minor at Utah Valley University. UVU doesn’t currently offer a degree specifically in GIS, so Jet took it upon himself to build one by selecting a mix of GIS, geography, computer science, and design courses. “I’m essentially crafting my own bespoke GIS bachelor’s degree,” he says. “It’s been an empowering experience to shape my education around my career goals.”

This flexible approach has allowed Jet to tailor his studies to align with the demands of his profession. “GIS is such a versatile field,” he notes. “You’re at the intersection of so many disciplines—engineering, design, geography, technology—and that diversity keeps it exciting.”

Jet’s commitment to lifelong learning reflects his belief that GIS professionals should continually expand their skill sets. “Learn SQL, Python, graphic design, and project management strategies,” he advises. “GIS isn’t static; it’s about evolving and applying diverse skills.”

As a first-generation university student, Jet has had to navigate financial and logistical challenges. “UVU’s programs have been a perfect fit for me,” he explains. “The opportunity to build my own GIS-focused path through the University Studies program has been both challenging and rewarding.”

Why Local Government Matters

For Jet, working in local government is about more than just a paycheck; it’s about community impact. “Knowing that the tools I create help maintain roads or support local businesses makes the work deeply rewarding,” he says. “There’s a personal connection to the work because I’m part of the community I’m serving.”

Jet’s advice to aspiring GIS professionals underscores his own journey: “Be confident and willing to learn. Even skills outside GIS can be leveraged. Keep dabbling and exploring—there are so many ways to GIS.” He emphasizes the importance of balancing technical expertise with interpersonal skills. “GIS is at the intersection of so many fields, and being adaptable is key to success.”

Jet also values the collaborative nature of local government work. “We’re constantly engaging with other city departments, contractors, and community members. It’s a team effort to make sure our city operates smoothly,” he says.

Innovating for the Future

Jet is passionate about leveraging emerging technologies to improve city operations. His work with GIS has already introduced innovations like dynamic data visualization and advanced spatial analysis. Looking ahead, he’s exploring the potential of artificial intelligence (AI) and machine learning to further enhance decision-making processes. “AI is a powerful tool, but it’s essential to use it responsibly and ethically.” As someone who shares this perspective, I can’t help but reflect on my own discussions about how professionals can shape their education and careers—an idea I’ve passionately supported in the past.

Looking Ahead

As for the future, Jet envisions expanding his role into GIS management, administration, or development. “I’m still figuring out which path excites me most, but I know I want to continue growing and making an impact in this field,” he reflects.

Jet Buxton’s story is a testament to the power of adaptability, passion, and the endless possibilities within GIS. His work with the City of Orem not only improves city operations but also strengthens the bond between government and community, one project at a time. Whether through innovative projects or educational outreach, Jet exemplifies how GIS professionals can shape the future of local government.
