Are local authority "care & support assessments appropriate?

The Care and Support Statutory Guidance 2018 sets out at S.103 three conditions that must be met to be considered for care and support. S.105 then sets out the outcomes that must be rendered impossible to complete [two or more] in order to meet the eligibility test. S.107 asks if the inability to carry out those outcomes create significant risk to that person's well-being.

The British trait of "understatement" could adversely impact on each of the above sections especially if conducted by any method other than face-to-face, with S.105 being the most likely to be inappropriately considered. We all like to feel we are immortal and many do things that could put ourselves and others at risk without knowing it. Only face-to-face assessments can really ascertain whether any factors in S.105 are applicable and it seems logical wherever possible telephone assessments should not be agreed to.
