The Lobbying and Grant Relationship

In a fight between innovation and lobbying, lobbying will win every time. There's so much money involved. Still, lobbying isn't intrinsically bad or harmful. Consider that many educational institutions are publicly funded. Sitting down with state lawmakers to explain why the university should take on a new facility or program is lobbying, but that's exactly what has to happen. There are similar analogies with Federal programs that are run out of university facilities - especially DOE.
