By " dust " does it mean it meets the business expectations where review mechanism not required , or a contract where buyer supplier relationship has goal congruence and meets each other expectations

may be buyers are too lenient or seller is too accommodating... comprehensive documents are often referred to for clarity on scope/T&C

Or maybe when it is comprehensive enough to cover all risk aspects and is the only document that's referred to for any dispute resolution.
