A comprehensive study to compare the performance, achievements, and effectiveness of government versus private primary universities in Uzbekistan will be discussed. Different measures, focusing on overall performance were taken for this comparison. To check the performance of both public and private universities, a survey was conducted through questionnaires for 6 stakeholders: Rector, Deputy Rector for academic affairs, Teachers, Parents, and Students, and possible Employers. The predominant findings show that Private universities perform better than public universities in maximum measures of performance except for a few which have been taken in this study, but both public and private universities in Uzbekistan face a number of challenges. Both sectors are still deprived of hiring locals due to their professional knowledge and social status
