Perhaps, a tax free $5-10k ,monthly for 5 years may suffice. As well as all of those Police, Fire MEN and all preventive and in situ servicemen, cleaning services etc.
2.) ALL governments in collapse MUST agree to a U.N. supervision to all pandemic activities towards serving the populations, to the BEST of their abilities and a constant financial report to their internal revenue institutions.
