400 passengers traveled from Mumbai to Thane in 1853 on the first-ever rail of India. Since then, millions of us have traveled with the Indian Railways and made countless memories in our journeys.

Today, India's railway system is moving towards modernization at an accelerated pace. But how so?

We at Samagra, launched The Governance Matrix to explain the gap between the expectation of perfect outcomes and the reality of an imperfect system. It is a tool that can be used to assess the readiness of a government to implement initiatives successfully.

At Samagra, we also agree that, the governance system with respect to railway modernization is moving from being a 'Sleeping Giant' to 'Battle Ready'. The 'Political Salience' for modernizing railways - electrification of tracks, redevelopment of stations, introduction of state-of-the-art coaches and focus on passenger experience - has gone up in recent years. This has been on top of existing decent 'System Capacity' built over the decades - the extensive network, large and trained manpower, and presence of citizen-facing technology in ticketing, etc.
