Individuals and organizations often realize they are in a complex situation only after the unpredictability, unintended consequences and out of proportion effects have taken their toll. 

Researchers have identified the characteristics of complexity – ambiguity, uncertainty, reflexivity, nonlinearity, volatility, and emergence – which require careful observation that can take up critical time.
