On Wednesday, San Francisco DA Chesa Boudin hosted a summit on behavioral health issues. Prior to the panel that is covered in a separate article, he read a letter from a mother.
Chesa Boudin:
This is from a mother and from someone who I’ve gotten to know over the last several years, someone who has battled many of the issues that we’re talking about today because of her own role as a mother of someone with behavioral health issues and her email bring up a lot of issues. And so I do plan to ask a question of our panelists, I wanted to read this email to round up in one family’s experience and some of the critiques of the status quo, some of the needs that we all recognize. It brings us together today to find better solutions.
2. San Francisco District Attorney Holds Summit on Mental Health Crisis Facing City
San Francisco District Attorney Chesa Boudin spoke about behavioral health issues Wednesday at a public summit with several community members at Manny’s Restaurant and Bar—it was also live streamed on the DA’s Facebook page.
Panelists included four people working in mental health services around the Bay Area that spoke on the myriad of issues that plague people seeking help for behavioral disorders.
Boudin began the discussion by reading an email that he had received from the mother of a mentally ill man who had recently been arrested. In the email, the woman described how her son failed to receive the treatment he needed because he was put in jail rather than a medical center.

3. House Judiciary Committee Lets States Handle Court-Imposed Fees and Fines, Not Feds. For Now.
The House Judiciary Committee held a hearing titled “A Fine Scheme: How Court-Imposed Fees and Fines Unjustly Burden Vulnerable Communities” this week, addressing courts’ tendencies to charge defendants amounts they cannot afford and end up having to pay for the rest of their lives, eventually passing the burden onto their children.
Presided over by Democratic Rep. Sheila Jackson Lee, the hearing heard from several witnesses and members of the House of Representatives.
The goal of the hearing was to enact a federal order to decrease defendants’ fees and fines, but Republican Ranking Member Andy Biggs decided to continue to let states handle the issue.
4. Hazy Memories Dominate Continuing Trial of Four Defendants Allegedly Involved in 2018 Norco Prison Riot
the on-going jury trial continued here Thursday of four defendants allegedly associated with the “Southern Hispanics” prison gang, and two consecutive riots in May 2018 at the California Rehabilitation Center (CRC), located in Norco, where a victim was severely injured.
The trial is in Riverside Superior Court Dept. 2G. Defendants are Ruben Ramirez, Manuel Barbosa, Angel Lopez, and Alexander Mu?oz.
Much of the testimony Thursday duplicated earlier testimony, with several witnesses having problems remembering details of the events from more than three years ago.
