What?
The Miami-Dade County Board of County Commissioners is considering a resolution to approve an Interlocal Agreement with the Village of Key Biscayne. This agreement would allow the Village to regulate and enforce rules related to micromobility devices, including electric bicycles and motorized scooters, on County-maintained roads and sidewalks within the Village. The County Mayor or the Mayor’s designee is authorized to execute and manage the agreement, including its termination if necessary.
Why?
The resolution is driven by the growing use of micromobility devices for transportation and recreation, which are energy-efficient and environmentally friendly. To ensure the safe and regulated use of these devices, the agreement allows the Village of Key Biscayne to enforce the County’s existing regulations and introduce additional restrictions tailored to local needs. This aligns with the County’s goals of promoting safe, low-cost transportation while supporting environmental sustainability.
What's Changing?
The resolution enables the Village of Key Biscayne to enforce Miami-Dade County’s regulations on micromobility devices, as outlined in section 2-98.3 of the Miami-Dade County Code. The Village will also have the authority to introduce additional local rules to further restrict micromobility devices on County-owned roads within its jurisdiction. These additional rules will need to be adopted through a local ordinance before they become enforceable.

Background
Miami-Dade County has regulatory authority over traffic and transportation, including micromobility devices, through various ordinances in the County Code. In May 2024, the County adopted an ordinance (No. 24-45) allowing municipalities to regulate micromobility devices on County roads within their boundaries. This ordinance requires an Interlocal Agreement between the County and the municipality for local enforcement. The proposed Interlocal Agreement with the Village of Key Biscayne will allow the Village to regulate the use of micromobility devices, ensuring safety and compliance with both County and local rules.
