The Golden 13 was a group of African-American men who became the first African-Americans to be commissioned as officers in the United States Navy during World War II. In early 1944, the Navy established a training program for black enlisted personnel who would be evaluated for officer candidate school. This program was conducted at Camp Robert Smalls in Illinois.?
