Lessons learned from the observed seismic settlement at the Jensen Filtration Plant in the San Fernando Earthquake

This is the draft of a paper submitted to the ASCE Lifelines Conference 2021 (now to be held at UCLA in 2022), in part commemorating the 50th anniversary of the 1971 San Fernando Earthquake. The paper summarizes observations of settlement at the Jensen Filtration Plant which prompted ground-breaking studies of the mechanism of compaction of sandy soils by earthquake loadings including the effect of multi-directional shaking. It also describes the subsequent history which includes misuse of these findings in various simplified methods for estimating seismic settlements.
