Specifically, I will highlight the failure of the local government to maintain roads despite clear weather warnings and the oversight in the design of the newly constructed Kalma underpass. These incidents serve as reminders of the importance of accountability and resilience in our infrastructure planning and execution processes. Additionally, it is essential to emphasize the role that the public can play in supporting effective infrastructure management during such incidents.
Failure to Maintain Roads: Ignoring Clear Weather Warnings:
When Lahore faced heavy pre-monsoon rainfall, it was evident that proactive measures were necessary to ensure the proper maintenance and clearance of roads. Unfortunately, the local government fell short in this regard, disregarding clear weather warnings. As a result, transportation networks were severely disrupted, leaving citizens stranded and vulnerable. This failure calls into question the competence and responsiveness of the local government in managing infrastructure during adverse weather conditions.
The Kalma Underpass Design Oversight:
One would expect that newly constructed infrastructure, such as the Kalma underpass, would be designed and constructed by competent professionals who consider all relevant factors, including accurate rainfall calculations. 2 个月Its not a failiure, the issue is the phenomeon of Urban Flooding due to number of factors including urbanizatoin, climate change and need to integrate/update in the standards and desing procedures in holistic manner. It is already being worked out at varoius levels. Moreover, the cost benefit analysis sometime does not allow for huge expdetidures to avoid such floodings as we have to follow the standards.

11 个月Itna lamba bhashan, what shall be the solution, accumulated water seems enormous, according to the rainfall multiple submersible pumps should have been pre-installed, to pump the rain water out of the under pass, dedicated de watering pumps shall be stocked for backup.

1 年AOA, In this project limited time has been given to the designer, in which he could not carryout detailed analysis of the site. The three major factors in this are, wrong assessment of rainfall intensity, which will lead to wrong selection of pump and finally disposal arrangements. However there is always room for improvemnt and defects could be rectified by carrying out detailed analysis. In end i would say designer must be given sufficient time to carryout detailed analysis to hit an accurate solution.

1 年Mainly responsibility lies on the designer firm leaving questions for data forming base for designing. Secondly responsibility lies on the selectors of designing firm. Lastly the execution firm ignoring the facts and figures during construction.

1 年I do not wish to discuss the repercussions, but it is possible to manage urban flooding through effective drainage techniques and the construction of underground storm water tanks and other appropriate sewerage systems.
