Learning & Development Framework For Education & Human Resources Development

The above framework is made up of 3 layers that focus on the role of education, which is Learning & Development for Talent Development for the Workforce.

Layer 1 is the Education Development that should focus Students for Careers. There are 6 pathways to education for students, that focus on their capabilities, interests and needs. There are 3 foundation that students must master, namely cognitive skills, affective skills and psycomotor skills.

Layer 2 is built upon the foundations of Layer 1. This should start at the secondary school level and be well addressed by the tertiary level. The focus should be career groups, which in turn holds the career pathway to occupations. The learners must learn the expectations of occupations (occupation characteristics), that will be further developed through post-degree education. Educators must either work with employers or have relevant experience, employed in the career groups.

Layer 3 is built upon the foundations of Layers 1 & 2. This layer prepares for the future - Industry Revolution 4.0 or IR4. 

Don't be misled into believing that IR4 will only affect factories. It is going to be a game changer and will affect everything in the future. Learners have to acquire very high skills or find themselves unemployed. All levels of education will have to address IR4 soon, as we move into the ever-connected global world.

Question: Can you give me an example of practical use for this framework?

The framework allows you to visualise many hidden things. Let's take a simple example: You take up a university degree that costs RM150,000 (locally) or conservatively RM200,000. (overseas). There are many career pathways, but they all lead to occupations with wages characteristics of RM2,500 per month. When you calculate loan interest rate at 5 per cent, the interest comes to that about RM1,000 per month. Add to it a monthly repayment of RM500. You will take home the same wages as a form 5 school leaver.

As I study some of the comments, I realise that many people have good suggestions, born out of real needs, but my understanding is not to overload the framework. Please consider the suggested framework from the macro perspective. The rest can come in at level 2 and level 3 in ever more detail micro levels. Here, I am looking at one aspect, the emphasis of education from the focus of career and employment vs unemployment. The framework allows us to be strategically centred on facts rather than emotional thinking based on pride. Eg. Who are our trading partners? What business language do they commonly use when I visit their country and participate in their trade fair? Doesn't it make sense to learn a generally accepted language to help us communicate and trade with them? Once we accept the framework, we can build structures at every increasing micro level to expand the macro level. Here is a second level suggestion for the Education level.

Anthony, in light of 49 years of gradual public school standards degradation at the altar of flawed policies, any suggestions for improvement would be welcome. Having said that, you framework provides more than merely vague suggestions. They are targeted and therefore eminently useful. Kudos! Now let’s hope that true national leaders who believe in a fully Malaysian Malaysia take up you recommendations to improve precious future generations of our school and university leavers. Our national future and our place in the world over the next 50 years are at stake.

Yes, i am advocating this since past few years amd we are practicing it in PSDC. It’s difficult as we need to give the driving seat to the Industry. This is what we advocate in YB Nurul private bill to parliament.
