This three-session webinar aims to impart knowledge, guidance and updates to the key actors from national and local government agencies, state universities and colleges, GOCCs and the private sector engaged in the Procurement of Goods under RA 9184 or the Government Procurement Reform Act (GPRA) and its 2016 Revised Implementing Rules and Regulations (ILearn How to Effectively Sell Products to the Government!RR).
The program will cover fundamental principles, procurement organizations and planning, eligibility, standard bid documents, procedures for public bidding, early procurement, and alternative modes of procurement, administrative remedies, offenses? penalties, and blacklisting.
This will also focus on the recent GPPB issuances on:
(a) Efficient E-Based Procurement Processes
(b) Procurement in Emergency Cases in times of calamities and community quarantine,
(c) Blacklisting of errant suppliers and MORE!
For public officials, avoid getting into trouble due to violation and ignorance of the procurement law.

COURSE DIRECTOR and LECTURER:
ATTY. ZOILO L. ANDIN, JR.
He is a practitioner, lecturer, consultant, and adviser to many national and local government agencies, private companies, and law firms on procurement law.
His expertise in public procurement was honed by his former government positions:
? President and Chief Operations Officer, NORTHRAIL Corporation
? Deputy Administrator, Metropolitan Waterworks and Sewerage System
? Executive Director of the National Solid Waste Management Commission and the Pasig River Rehabilitation Commission
After leaving government service in 2018, he earned his Public Procurement Specialist Certification from the Government Procurement Policy Board (GPPB) and National Engineering Center of the University of the Philippines (UP-NEC) and has since become a regular lecturer on Government Procurement for the MCLE Programs of the UP College of Law and the Ateneo School of Law.

Note: CGBP is an accredited training provider of the Supreme Court for MCLE, DILG-Local Government Academy and Civil Service Commission.
Government employees who enroll in these training programs will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b which classifies training and seminars as non-procurement activities.
DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the Php 2,000-limit per day on training fees.
CGBP also accepts in-house training and consulting services for individuals, families, and business entities.
