Crisis Resources for the Deaf and Hard of Hearing The Deaf Crisis Line (DCL) and the Disaster Distress Helpline Videophone (DDH VP) are resources for the Deaf and Hard of Hearing, and American Sign Language (ASL) users. Both operate as a videophone, a face-to-face platform that offers callers direct connection to trained crisis counselors fluent in ASL. Callers may use the text feature if they prefer to type.
