The Land Administration Company Inc (LAC) is delighted to sponsor this year’s IPRA-CINDER International Congress and thank the organisers for the opportunity to introduce our team and our land administration solutions. We believe that those solutions are the most cost-effective, scalable, and compliant land administration solutions on the market.

About LAC

LAC was formed in 2018 by a team of experts with deep international experience in the land administration domain. Before forming LAC, members of our team designed and delivered large mission critical systems in North America and Europe including one of the world’s most advanced and efficient land registries, that of British Columbia, Canada.

The LAC team has been strengthened by the addition of a former Registrar and Director of Land Titles for British Columbia and a former Director of Legal Services and Deputy Chief Land Registrar for Her Majesty’s Land Registry for England and Wales. We work closely with best-in-class partners, including Esri and AWS.

The traditional approach of introducing a new land administration system into a jurisdiction typically involves massive costs and long timelines as requirements are gathered and bespoke systems developed. Based on their experience in designing mission critical systems, the LAC team identified the need for a new paradigm: land administration as a product. This has resulted in our LAVA platform which provides jurisdictions with advanced business solutions featuring better capabilities, quicker delivery, lower risk and lower costs that can be rapidly assembled and adapted to meet the demands of any customer.

Land Administration as a Product

All jurisdictions have different needs, but many of their requirements are common. This has created the opportunity to develop products that, on our analysis, deliver at least 80% of any jurisdiction’s requirements ‘out of the box’. Our integrated suite of products is designed to be massively configurable, allowing them to be adapted to suit, for example, any particular jurisdiction’s legislative, practice and language needs.

Our core products are LAVA Registry, LAVA Cadastre and LAVA First Registration:

  • LAVA Registry is LAC’s core land registry solution that supports a full range of land registry functions, including application lodgment, examination, record searching and register maintenance.
  • LAVA Cadastre is LAC’s spatially based parcel management solution including the ability to create new parcels, modify existing parcels and improve spatial accuracy so as to maintain and publish a quality cadastral parcel fabric.
  • LAVA First Registration is LAC’s solution to enable land and property rights registration, through the ability for field collection of parcel and tenure rights, data compilation, draft registration review though a configurable workflow and hence the formal registration of property rights.

These products can be tightly integrated on the LAVA Platform, providing a complete land administration solution. As the LAVA Platform is designed for the cloud, it provides a timely solution with very high reliability and availability. It can also be provided as an on-premise solution.

?The advantages of buying a product over a traditional bespoke build include:

  • It is much quicker to stand up the solution.
  • It is a much lower cost to stand-up.
  • Because the product will continually be refreshed and updated, customers avoid the legacy and end-of-life issues associated with a bespoke build.

A prospective customer can see the product in a test environment at a very early stage in the procurement process which greatly reduces project risk. Over the last few months, we have demonstrated that, using sample data provided by prospective customers, we can develop working Proofs of Concept in a matter of weeks.

The LAVA Platform: Key features

?Grounded in cloud-based, scalable technology, our LAVA products are designed to adapt and respond to ever-changing business demands. We deliver cost-effective, scalable solutions whether applied to a city of 5000 parcels or a country of 100 million parcels.

?Our LAVA products deliver:

  • High levels of configuration and scalability to meet all business needs.?
  • High availability, configurability, interoperability, and sustainability to mitigate typical IT constraints and risks.?
  • Modern clean-slate architecture implemented using Kubernetes based microservices which realises cost-effective, scalable, future-proof solutions.?
  • A fully digital, end-to-end service that provides flexibility alongside reduced risk, lower operational costs and improved customer experience and service.
  • Modern DevOps techniques that can operate equally well on-premise or in private or public clouds.?
  • Web interfaces that empower a virtual workforce in the event of natural disasters such as pandemics or flooding.?

LAVA Registry supports automation and assisted decision making to improve staff productivity and increases the overall quality of service to customers and stakeholders. Key features include:

  • Business rules-based decision-making capabilities that enable the automatic processing and registration of a majority of applications.?
  • Automation enabling automated work assignment, drafting of parcels and titles and bulk registrations.?
  • Business rules that can be maintained and enhanced by the land agency’s own experts, so they can be conveniently deployed without the need for software development or external consultancy.?
  • The ability to analyse and improve the effectiveness of business rules, using rules performance KPIs and a rules lifecycle methodology.?
  • The ability to apply automated business rules decisioning at multiple key decision points.?

LAC understands the overriding need to maintain a secure land register. Our LAVA platform therefore contains an optional blockchain database containing full title and application information. This provides a transparent, incorruptible, verifiable, and immutable property record. Deploying a blockchain database has the following key benefits:

  • Potential for corruption can be massively reduced by storing critical data in the tamper-proof blockchain.?
  • Blockchain security can be configured to meet an organisation’s specific needs through the enabling and disabling of various blockchain security features.?
  • Using our blockchain technology customers can continually scan for vulnerabilities and tampering to ensure the highest possible levels of registry integrity are maintained.?
  • Blockchain enables more transparent and faster working practices through, for example, the use of smart contracts.

?We understand the need to closely integrate title and cadastral information. LAVA provides for integration of the LAVA Registry with three levels of LAVA Cadastre solution:?

  • A fit-for-purpose index map cadastre supported natively within the LAVA platform.?
  • An Esri ArcGIS Pro/Parcel Fabric based solution, which is fully integrated with the LAVA platform.?
  • Integration with an existing, external GIS based cadastre.?

The LAVA platform provides extensive support for the lodgement of survey plans in both PDF and digital formats, plus survey images for COGO purposes.
