Illicit Economies enable hostile foreign actors to conduct malign influence and truth pollution operations in the United States, Canada, Europe, and other parts of the world through corruption, criminal co-option, and subversive active measures. Such hostile foreign actors, aid by the anonymity of the Internet, continue their nefarious political interference to influence governments, public opinion and behaviors, through overt or covert means including efforts to sway public opinions with disinformation, discredit public officials, cyber attacks on critical infrastructure, interfere in elections, or steer domestic or foreign policy decisions toward geopolitical advantage.
As U.S., FVEY, and EU law enforcement and intelligence communities have informed hostile actors continue to spread disinformation, curated messages and false narratives through a vast eco-chamber of cryptology, proxy websites, state media, cyber bots, and social media influence troll-actors to penetrate the West's information spaces and digital channels.
Through foreign investments and development assistance initiatives in anti-American authoritarian states, hostile actors have criminally infiltrated markets to not only corrupt governing elites, undermine democracy, attack freedoms, but also to leverage illicit economies as platforms to advance sinister propaganda and misinformation by co-opting press, digital media, and social media channels and networks in places like Latin America and Africa.
In recent months, the US Government has reported on Russia's active measures to influence the upcoming presidential elections by fabricating lies against some candidates.Similarly, online AI-generated disinformation campaigns (Operation Spamouflage) linked to China's Communist Party (CCP) to promote anti-American/anti-West and pro-CCP narratives in the United States, and globally, intended to sow discord and influence decision-making communities and foreign policies.
In Latin America, Iran has created a network of expanding echo chambers whose foundations are Iran's state owned 24-hour satellite station HispanTV; TeleSur, the Bolivarian radical populist network based in Venezuela; and Actualidad RT, the Russian state news service. These platforms operate in tandem with social media accounts on platforms such as Twitter, Facebook, Instagram, WhatsApp and Telegram chat groups to coordinate false narratives that are pushed from small platforms to mainstream media of the United States as an imperialist force and the perpetrator of violence and instability in Latin America. These efforts have grown significantly in the past decade to undermine not only American foreign policy objectives, but also to help control the information space to shape anti-democracy messages.
Countering illicit economies must include the fight against #maligninfluence , elite capture (corruption) and criminally-inspired #disinformation .
