I think that it is generally helpful to have someone who is only focused on the cost, schedule, quality etc and avoids getting too deep into the technicalities. Outcomes have to be superior to input activities. I've seen plenty of technical people show themselves to be little more than 'hobbyists' engaged in a personal voyage of technical exploration with little regard for outcomes.
