Thank your for your post. What's important is that the Safety Case Report is a summary of the Safety Case, this is often missed. The other two crucial elements is the clear understanding and management of build risks, with a focus on fire and structure, and the organisation's Safety Management System (SMS). In our experience the SMS is the weakest part of an organisation's management of building safety, easy to write, difficult to implement.
