The Ministry of Foreign & Diaspora Affairs of Kenya, through its State Department for Diaspora Affairs, has joined forces with the Hamburg Chamber of Commerce to localize job opportunities via BPO (Business Process Outsourcing) and IT outsourcing. This partnership, facilitated by Qhala Trust, marks the beginning of a mutually beneficial relationship that will connect skilled Kenyan workers with IT job opportunities in Hamburg, Germany.

Memorandum of Understanding: A New Era for Kenyan Talent

The collaboration was solidified through the signing of a Memorandum of Understanding (MoU), which serves as a framework for this partnership. The MoU was signed in Berlin, and the pilot phase will take place in Nakuru County, Kenya, with plans to scale to other regions across the country. By creating a direct channel between Kenyan talent and Germany’s IT job market, this initiative will enable Kenyan professionals to tap into global opportunities without the need for physical relocation, thus overcoming immigration challenges faced by Germany.

Leveraging Technology for Economic Growth

Kenyan President Dr. William Samoei Ruto PHD , who presided over the signing ceremony, emphasized Kenya’s evolving role as a hub for technology, innovation, and creativity. In his address, President Ruto highlighted the importance of the partnership in fostering job creation, technology transfer, and economic development.

“Kenya is steadily becoming the Silicon Savannah, where technology and creativity drive our development. This collaboration will allow us to combine German technological expertise with Kenyan talent to promote innovation, investment, and job creation,” the President stated.

This partnership aligns with Kenya's broader goals of positioning itself as a regional leader in tech innovation and outsourcing, offering new employment opportunities for its growing number of skilled professionals.

Empowering Young Kenyan Professionals

One of the key drivers behind this partnership is Qhala Trust, a nonprofit organization dedicated to creating digital jobs for the youth in Sub-Saharan Africa. Founded in 2023, Qhala Trust has been at the forefront of digital innovation, aiming to provide sustainable livelihoods through technology. CEO Dr. Shikoh Gitau expressed optimism about the partnership, stating that it will help bridge the gap between talent and opportunity.

“Talent is equally distributed, but opportunities are not. This partnership is a decisive step in ensuring that young, skilled Kenyans can apply their talents where they are needed most. We are excited to open this new chapter for Kenyan talent,” Dr. Gitau said.

Digital Transformation and Remote Work Opportunities

A major component of this initiative is the incorporation of remote work and digital transformation. According to Professor Karl-Heinz Paqué, Chairman of the Friedrich-Naumann-Foundation Board, remote work through business process outsourcing (BPO) is a win-win solution for both Germany and Kenya. It allows companies in Germany to access skilled labor in Kenya without the complexities of immigration, while providing Kenyan professionals with access to global IT markets.

“The digital division of labor between the Global North and the Global South has created a classic win-win model. Through remote work, we can leverage the strengths of both regions to create job opportunities and foster innovation,” Professor Paqué noted.

Nakuru County: A Pilot for Expansion

The project will initially be piloted in Nakuru County, with plans to expand to four additional counties in Kenya. Nakuru has been chosen due to its strategic location and its emerging role as a tech hub in Kenya. Additionally, Qhala Trust will establish an investor outreach hub within Nakuru County to attract and manage further investment and partnerships, ensuring the long-term success and scalability of this initiative.

AI-Driven Training and Job Creation

As part of this broader collaboration, Lish AI Labs will play a critical role in providing AI-driven training to skilled professionals in Nakuru County. The AI Labs will also offer cloud-based job opportunities, ensuring that Kenyan professionals are equipped with cutting-edge skills that meet the demands of the global IT market.

By incorporating AI and cloud technologies, the partnership will ensure that Kenya remains competitive in the fast-evolving world of digital transformation. This move not only positions Kenya as a leader in IT outsourcing but also strengthens its ability to compete on a global scale.
